When migrating a users profile the newly migrated user does not have access to his offline folder cache. The user has access to the online versions but there is nothing in his offline folder cache.
Note: This does not effect Outlook Offline files (OSTs).
All offline files/folders are stored in %SYSTEMROOT%\CSC\SomeUniqueName. The files are stored as System Files which only the Operating System (OS) knows what to do with, the files are stored with only Administrators in the ACL. Because the offline folders are considered OS system files and not normal files, they are owned by the operating system and have no User ACLs set explicitly. As a result offline files cannot be updated directly by QMM RUM.
Included in the Windows 2003 Resource Kit is a tool called CSCCMD.EXE This tool is a command-line utility that manages the CSC (Client-Side-Cache). One of the switches is /RESID which goes into the database and resets all of the offline files with the SID of your new account. For this to function properly, the User would have to have the utility run on logon through a Logon Script. Further information on this utility can be found in this Microsoft Link:

Such a script could be as simple as the following:
\\path\csccmd.exe /resid > \\path\%username%.log
This will run the utility and create a log file under the username.

There can be two issues related to this issue. One is access to the location where the Offline folder share, and the other is fixing the cached copy. If ther Offline folders are being kept on a network server then there is an assume that SIDHistory has been migrated and have SIDHistory filtering turned off. This allows access to the folders. In addition RUM should be run on the server to re-permission the share.
