Receiving the "Failed to Start Out of Process Collector" when attempting to connect from the client to the SQL Servers.
Please verify on the Diagnostic Server machine what is the user that owns the Quest Diagnostic Service (from control panel ... services). Please make sure that this same domain user is added in group under Computer management on this machine (to Quest Diagnostic Administrators or Quest Users).
To do that you would go to the Computer Management (on the Diagnostic Server-machine) then right click on MyComputer (or Computer in Win7), then select Manage | Local Users and Groups | Groups | Quest Diagnostic Administrators | Add...
Once this is done please close Spoltight, restart the Quest Diagnostic sevice under the control panel ... services and re-open Spotlight and try to connect again.
