Your ChangeBase license has expired or is about to expire.
The main reason for Quest ChangeBASE no longer allowing the loading of plugins or packages is because the license has expired. This is most likely to happen after a Proof of Concept or Evaluation where the license is only active for a short period of time.
You will need to contact your Account Manager to request that your license be extended.
If your installation of ChangeBASE is in an offline environment, use the License Activation page to activate the license again. The link to the activation page can be found in the following location:
Windows XP: %USERPROFILE%\Local Settings\Application Data\ChangeBASE\UserData
Windows Vista or 7: %localappdata%\ChangeBASE\UserData
The license file name is AOK.cbl which is also located in the above named folder.
If you are working online, simply go into the Upgrade tab in order to refresh your license file. The license file extension will then be processed automatically.
If a user attempts to load more packages than have been licensed the message below will be displayed. The user should then arrange for procurement of additional package count, which will then be added to the entitlement and made available in a new license file.
Once the package count increase has been approved, you will then receive a new AOK.cbl license file via e-mail, which you should then copy into the %USERPROFILE%\Local Settings\Application Data\ChangeBASE\UserData. If you are working online, simply go into the Upgrade tab in order to refresh your license file. The license file extension will then be processed automatically.
Licensed number of packages exceeded: You will have an error message advising you of this. In this case, contact your Quest ChangeBASE Account Manager or Technical Contact to arrange for your license to be updated.
The AOK.cbl file is the Quest ChangeBASE license file, which governs your entitlement to the modules that you have purchased.

Licensing Options
There are two licensing options when you first launch ChangeBASE, online or offline.
If an evaluation of software is required, then a Proof of Concept (PoC) can be set up whereby the software is installed in your environment in order to test and report on your applications. A Technical Consultant will be available to guide you through this process, so that you get the most out of the PoC and get all of your questions answered.
Online License
It is strongly recommended to install and launch ChangeBASE in an online environment so that you can automatically download the latest plugins from the Quest Server. If you are online at the time of first launching the product all you need to do is enter your details in the following format:
Customer Name: {CompanyName}\{FirstName}{SurName}
E-mail address: {Company E-mail Address}
Authorization Code: Enter the authorization code you received from your Quest Account Representative.
Proxy Settings: Enter the proxy settings required to access the internet if necessary (you may use the settings configured in Internet Explorer)
Once you select OK, the server will authenticate your authorization code and will provide you access to the full functionality that you have purchased. In the case that you wish to purchase additional functionality at a later stage, you will not need to re-enter an authorization code. Providing you are connected to the internet, your authorization code will be updated by Quest to entitle you to the additional plugins and functionality you have purchased. Simply enter the Upgrade tab and download the latest plugins or enter the Upgrade tab and hit OK in the case of a product upgrade.
Offline License
It is advisable to be connected to the internet upon installation of ChangeBASE in order to retrieve the latest available plugins from the Upgrade tab. Should this not be possible, you will be provided with a .cbl license file that you can browse to and enter in the “License File” field. The .cbl file will be stored automatically in the C:\Users\{UserName}\AppData\Local\ChangeBASE\UserData folder in the user profile on the client.
