Baseline does not recognize cobol files even though files exist (86165)

The cobols are part of tax updates and the names match ones that we have in Prod. When adding the cobol file to stat, I've received a prompted window asking if this is a new file or same file. I then click on the Same File button. Then click save and check to see if it archived it in the Stat Baseline Set. I created a new csr and put one of the cobols in that I am trouble getting it to archive and it didn't archive the object in the Stat Baseline Set.

At one point, the file that was read into stat repository was in lowercase whereas the file resides in prod is uppercase.

WORKAROUND:

Create an interim archive set from prod to replace baseline
