This error is due to an address book with the same name that is configured in the CMG Directory Connector settings exists which does not have ACLs on it.
It could have existed already or because of an issue never got to the point where it created ACLs. CMG needs to either be configured with an address book that has ACLs or create from scratch a new address book with ACLs.
The reason is that an address book with ACLs returns a different class object that CMG can add ACLs to.
RESOLUTION 1
Manually add one ACL to the address book in question and run the CMG Directory Connector again.
RESOLTUION 2
Delete the existing address book and start the CMG Directory Connector again.
