Neither - Weekly is defined as every 7 days. Here's a chart that better defines it.
In the "weeks in month" section
1. The "First" week = days 1- 7
2. The "Second" week = days 8 -14
3. The "Third" week = days 15 - 21
4. the "Fourth" week = days 22 - whatever
