Quest Collaboration Services is not generating logs under DEBUG folder (4233291)

After Quest Collaboration Services (QCS) debug logging has been turned on as detailed in either of the two solutions noted below, the logs are still not being generated or updated. The debug logs are located in the default location, C:\Program Files\Quest Software\Collaboration Services\ACSLOGS\Debug and are used to aid in fault finding an issue with QCS.

The QCS service account does not have the required permissions set in the DCOM configuration.

To confirm that the service account has the DCOM permissions please do the following while logged as QCS service account:

-In a text file put the following line:
Set manager = CreateObject(ACSLogServer.ACSLogManager)
-Save this text file as a .VBS file such as test.vbs
-At the command line or prompt type the following:
cscript test.vbs
-VBScript script will return permission denied if the account does not have the required permission.

How to fix the permission issue:

1. Go to the Control Panel | Administrative Tools | Component Services
2. Expand Component Services | Computer | DCOM Config and select ACSLogServer
3. Right click on ACSLogServer and select Properties then select the Security tab
4. In Launch and Activation Permissions select Customize and then the Edit button
5. Select the Add button and add the QCS service account. Select all Permissions for Administrators Allow check boxes.
6. Select OK and back out of the Control Panel.
7. As the DCOM Service Process Launcher cannot be stopped and started via services in the Computer Management you will need to restart the QCS console computer.

The logs under DEBUG folder should be then recreated.

Note: In particular cases the account that QCS Logging service runs under had to be changed from Local System to QCS service account to completely resolve this problem.
