The issue is caused by GPO, as soon as user was moved to another OU (where no GPO applied) it works. The use of gpresult /z > c:/gp.txt is recommended.
The problem was due to the fact that cached exchange mode was enforced via GPO in the target domain. Once this setting was removed, CPUU processed Outlook profiles normally.
Important: this article applies only to old versions of CPUU. Latest versions of CPUU), version 5.x and up, they can handle such situations out of the box, the cached mode doesn't cause a failure anymore.
