The report that would provide this information is a Custom Report
1. In the MessageStats Reports go to File | New Custom Report
Data Source: Organization - Mailbox Sizes by Department
Fields: All
Filter: None
Group: Department
Sort: None
Format: Select Advanced Summary Details, Ckeck the Mailbox Size (KB) AVG Checkbox, unselect Show detail records
2. Click finish
