There is generally two typical reasons why foreign forest agents aren't able to connect to a coordinator:
1) A credentials problem is preventing the agent from resolving domain resources, like the SCP
2) A configuration problem has the agents pointed at an incorrect domain, or the agent is unable to resolve that domain through DNS
Resolution
1) Check to see that the account that the agents are using to connect to the coordinator domain are members of the "Change Auditor Agents - InstallationName" group in Active Directory
2) Make sure that the "Coordinator credential configurator" for the agent shows the correct domain FQDN listed (the one the coordinator resides in) and is using the account that was listed in the "Change Auditor Agents" group mentioned above. Make sure you can ping both the destination domain via FQDN as well as being able to ping the coordinator by FQDN.
You can access the "Coordinator credential configurator" via the System Tray icon for the agent or by executing the "CoordinatorCredentialConfigurator.exe" file in the agent root folder.
