Description
Entered an incorrect or wrong password 3 times resulted in the error, "ORA-28000: The account is locked" when trying to connect to the database with Toad.

Cause
This is not a Toad issue. -
Resolution
If you are getting the error "ORA-28000:the account is locked", you need to contact your Oracle database administrator (DBA) as they will be able to unlock the account for you.
There is a parameter in Oracle which specifies the maximum number of times a user can enter a wrong password. In your case it looks like it is 3. That is why your account is locked.
If you try to connect with the same user with another Oracle tool i.e. SQL Plus, you will get the same error.
