If this error is only occurring for some users and not all, there is an issue with the SMTP address not matching between the Notes Migrator (NM) person document, and the target mailbox.
Open the NM person document, and check the 'Target Mailbox Address' (ExMail) field.
If you receive this error for some user migrations, not all, it is not an actual issue with DNS. This occurs when migrating a user with an Exchange server archive. Confirm the version of Exchange, and update to the most current version.
