Window "Error check for updates" pops up when SQL Optimizer is launched. Sometimes Optimizer will hang at this point.
WORKAROUND 1:
Try to uncheck "Uncheck Perform this check at Startup". From within SQL Optimizer, click on Help | Check for Updates | Uncheck Perform this check at Startup. If the error shows and you cannot uncheck here, try to disconnect from internet, uncheck "Uncheck Perform this check at Startup" again, connect to the internet and see if issue persist.
WORKAROUND 2:
If the above does not help and the error still shows even when not connected in the internet, and If you have not done so, please uninstall then reinstall using a newly downloaded installer from Quest Support Portal. Here is the download link:

WORKAROUND 3:
Please perform below:
a. Start | Run | and enter REGEDIT
b. Navigate to this node:
HKEY_CURRENT_USER\Software\Quest Software\Quest SQL Optimizer for Oracle\8.7.0\Preferences\Common
c. On the right hand side look for "Perform Check for Updates at startup" node
d. Right-click on it and select Modify
e. Change Value Data field from 'T' to 'F'
f. Close registry and reopen SQL Optimizer
