You need to change the Powershell Execution Policy by following the instructions below.

1. Open Powershell by going to Start | Run and type in Powershell and click OK.
2. Type Set-ExecutionPolicy remotesigned into the Powershell window and press the Enter Key.
3. You will get prompted with the message below type in Y and Hit enter and run your Lync\OCS gathering again.
