Cause
This issue is caused by Running the 32-bit MSI on a 64-bit Platform or the 64-bit MSI on a 32-bit Platform.

Resolution
Browse to the Setup folder in the Recovery Manager for Exchange install files and run the MSI that corresponds to the bitness level of the Operating System that you want to install Recovery Manager for Exchange on.
