When working with Scripts in GPOADmin the default editor for all script files (*.BAT, *.CMD, *.PS1, etc.) is Microsoft's Notepad.
As a general note, the scripts container shows the contents of the NETLOGON share displaying all files including *.exe, *.dll, etc..
Within the User Preferences (right-click Domain/Forest node => User Preferences) you can specify which editor to use for specific file extensions.
For example, you can configure the "PS1" extension and use "C:\Windows\System32\WindowsPowerShell\v1.0\powershell_ise.exe" as the editor path, the PowerShell DSC scripts (since 5.11) and the general scripts inside NETLOGON will be opened using PowerShell ISE when edited.
NOTE: Do not add "*.PS1" as the extension. We will do the necessary for you, all you need to add are the extension characters such as "PS1" (without the quotes).
We have created an enhancement request for the behavior that all files are listed within the Scripts container. We will consider allowing the user to limit the script files to certain file extensions. The enhancement request ID is TF00735926.
