Do we have an "access control" feature in the customization of list values?

In the Test Builder, to specify the inputs of a test cases, it is possible to choose between several "list of values" (after clicking the '...' button).
The system allows the user to create any customized list of values and these lists are usable by every user.

What can be done to authorize the creation of a customized list of values only to specific users?
For example, imagine two users: AQI and DEV.

AQI : Quality team
DEV : Developers

AQI should be authorized to create and use any list of value.
DEV should be authorized only to use any list of value (but cannot create a new one).
