RESOLUCION:
Si Oracle Wallet es configurado en la base de datos, puede proveer una conexión exitosa usando SQL*Plus, Desde Toad 11 en adelante se puede dejar el Usuario y el Password o clave vacios en la ventana de conexión y la conexión será hecha.
