Error migrating list with language variations from French site to French site - "Demand uses too many resources" (4315958)

When migrating as an English speaking user, from French site with language variations to a French site on the target (that has variations already enabled), and they get the error "La demande utilise trop de ressources", which apparently translates to "Demand uses too many resources". This is occurring for all lists in French subsite, and it does not matter what list names or what text is used for list items. Full exception:
