WORKAROUND #1
1. Run Toad for Oracle as administrator. If it doesn't work try workaround #2.
WORKAROUND #2
1. Backup Toad for Oracle settings from this path: C:\Users\[Windows user ]\AppData\Roaming\Dell\Toad for Oracle\Version [x.x]
2. Uninstall Toad for Oracle
3. Log in as local administrator and install Toad for Oracle again and make sure Toad will be available for every one in the machine.
4. Restart the computer and log in using the current windows user.
