Is it possible to change the default bounds on the End User tile of the Service Operations Console? (4313302)

The default bounds on the "End User" tile of the Service Operations Console (SOC) is "Use View Settings". Is it possible to enable "From Data" as the default option in this scenario?

This is built-in functionality that cannot be changed via "Configuration | Definitions".

However, the desired result can be achieved by changing the view's bound method.
