After a restart of the FMS (Foglight Management Server) or FglAM (Foglight Agent Manager) agents are slow to come online.

The process can takes hours for 600-700 agents (DB SQL Server / Windows agents), while it used to complete in a few minutes.
High record count on pcm_encoded_data and persistable_config_model tables.
Thread dumps for the FMS while the agents are starting indicate that slowness may occur when retrieving agent status properties (20 thread dumps generated at 1 minute intervals).
Record counts for pcm_encoded_data and persistable_config_model are high as seen in the Diagnostic Snapshot.
