Failed to start SQL PI engine due to "Cannot register engine due to mismatch in connection to the repository parameter" (4311664)

The error "Failed to initialize SQL PI engine" "Cannot register engine due to mismatch in connection to the repository parameter" appears in the database agent log. No data is displayed in the PI dashboard.

1. Monitor ORACLE instance A and enable PI In Fglam 1, then monitor more ORACLE instance B and enable PI In Fglam 1
2. Remove ORACLE Agent A From GV
3. Change SQL PI Repository credential through SQL PI Repository manage
4. Monitor more ORACLE instance C and enable PI In Fglam 1
5. Check the agent log and the following error is seen 

When the first agent with PI enabled is deleted from Database dashboard, the credentials used by Repository Service will not be refreshed when changing credentials. The credentials used by Repository Service will always use the credentials the the first PI agent uses.

If the new PI credential doesn't work on the new monitored agent, restart fglam on which DB agent deployed.
