Ensure that the required operating system commands are accessible by the Foglight OS user as documented in the Release Notes here.

If using a non-default listener name, ensure that the correct name is used by setting it up under Database Global Administration | Listeners.
Resolution 3
Multiple osListerners were listed in Databases > Global Administration > Listeners. After removing the extra listener names and only including the listener for this instance, the error no longer appeared.
