During the Agent installer, the attached error message appears stating "An Internal issue has occurred".
The current Launcher.log appears to be running on port 3566 and this log shows that port 3566 is not a open port and thus Launcher fails to listen.
On the Internet Browser type http://monitored hostname:3566. If it brings up "page not found" this means the port 3566 is not bidirectional.
However, the port 3566 is bidirectional and another machine connects well.
The problem is with TCP/IP protocol passing up the chain of Windows, this is typical found in Laptop machines. This is related to the network card.
The solution is to apply Free LSP fix utility which it is available on the following link:
Go to Agents directory and openn "launch_config" and change the Server.arch to call.tunnel and restart the QAM launcher 3566 from the service window
Reboot the Windows Server machine
