When applying filters for a Team Project object type, all objects are being added. (4309099)

Create a Team Project and select a variety of object types to be under control. Apply two filters for packages:

1. XXX_%
2. XXX_NEW - check the exclude box.

The expectation is for all packages that start with 'XXX_'  to be controlled, except XXX_NEW. There are other packages for that schema but they should not be included in the Team Project. When the Team Project is fully created, ALL packages for that schema have been put under control except XXX_NEW.

It looks like Toad has done this: %, XXX_%; Exclude XXX_NEW which has ALL packages EXCEPT XXX_NEW
