Error "PLS-00302: component 'Q##PACKAGE_NAME' must be declared" when running test (4308583)

Quest Code Tester is installed with the instance-wide access option using public synonyms. It is working fine for existing users. However, the following errors are displayed when running a test for a package in a newly created user.

The test case builds fine, but on clicking "Run Test" the following errors are displayed
