The schema owner of quest code tester is QUESTCODETESTER and logged in as TEST_CUSTOM_REPORTS_PACKAGE.
The package Q##TEST_CUSTOM_REPORTS_PACKAGE was created and is valid.
This is an Oracle issue. Schema Name and package name are the same. This will result in any package, procedure or function owned by the Schema will fail to execute.
Rename the package name and recreate the test.
