Change Analyzer is not supported on Federation Environment.
It can not be installed on the Master, since there is a missing dependency regarding VMware Performance component, and VMware Performance which cannot get enabled on the Master.
Besides all these facts, still if this could get enabled in the future, Change Analyzer is still not supported monitoring in Federation Environment.
