Performing a manual run of ‘Windows Update’ and the ‘Microsoft Update’ has resolved the issue.
Here are the steps to run “manually” the ‘Windows Update’ and the ‘Microsoft Update’:
Go to the Windows 10 ‘Search’ box (usually at the lower part of the Taskbar) and type: Update | and then click on ‘Check for Updates’ from the results. It will open the ‘Windows Update’ screen. First, click on the “Check for Updates” button and complete that process. This can take several minutes. If it says all are up to date, then that is good and okay. Exit the Windows Update screen in order for the next step below to show up.
Next go back to the same ‘Windows Update’ screen, and then this time, click on the “Check online for updates from Microsoft Update” blue link. Please complete that process as well. This can also take several minutes. Build 1809 may be the current latest one. After those two are done, please perform a full shutdown and restart of your PC. Next, please re-test the issue with Toad and see if it will resolve the issue.
