Resolution
A Shortcut element within Desktop Authority Manager can be created with the following configuration:
Shortcut Name: Lock Workstation
Shortcut Location: User Quick Launch Bar
Target: rundll32
Target Arguments: user32.dll,LockWorkStation
Icon File: Shell32.dll
Index: 42
Run Window: Minimized
Note: In the Arguments field, it is important to not include any spaces before or after the comma and capitalize the "L", "W", and "S" of the word LockWorkStation.
