Error "Can't initialize OCI: Error -1" when trying to connect to database unless another user connects first. Citrix environment. -
Description
On a Citrix Server installation, one user is unable to connect to the database and gets the error, "Can't initialize OCI: Error -1", unless another user connects to database first. Two users have the exact same system and database privileges.
Issue also occurs in SQL Plus. One user is not able to connect with SQL Plus, gets errors "SP2 - 1503" and "SP2-0152" until another user connects with Toad for Oracle.
Toad for Oracle is installed with the Citrix Server option and on a Windows Server 2003 operating system. -
Cause
Windows permission issue.
