The following steps can be used to enable the WinRM service to execute processes remotely using Powershell.
This command uses PSexec (a part of the Microsoft PSTools suite) to run the winrm qc command.
Download the Microsoft tool psexec (from here) and extract to a folder on the local machine.
Run a command prompt on the local machine and navigate to where the psexec file have been extracted to and then run this command
psexec \\[computer name] -u [admin account name] -p [admin account password] -h -d powershell.exe "enable-psremoting -force"
Note: The computer name ("\\[computer name]") can be replaced with an ip address, or "@C:\[path]\list.txt" to automatically enable the psremoting function on a list of networked computers.
