Temporary repository database issue on startup causes rules not to load (4293807)

FMS (Management Server) starts successfully but rules don't load due to an intermittent issue while connecting to the Foglight repository database.

There is no outwards indication this has happened, other than the absence of alarms or notifications.

FMS startup establishes a successful connection to the repository database:

VERBOSE [forge-startup] com.quest.nitro.service.upgrade.db.DatabaseUpgradeService - Database connection established. Database Name: Microsoft SQL Server; Database version: 13.00.5233; JDBC Driver Name: Microsoft JDBC Driver 6.0 for SQL Server; JDBC Driver Version: 6.0.8112.200

Then, a few connections attempts fail, this message can vary depending on the nature of the issue.

This has been identified as FOG-655 and has been fixed in the 6.0 and higher releases of the Foglight Management Server.
