FMS (Management Server) starts successfully but rules don't load due to an intermittent issue while connecting to the Foglight repository database.
There is no outwards indication this has happened, other than the absence of alarms or notifications.
FMS startup establishes a successful connection to the repository database:

Then, a few connections attempts fail, this message can vary depending on the nature of the issue.
