There are many reason why this issue could be happening, here are few:
Many snapshots are being collected in a short time. It could be happening due the way the environment is configured to create many snapshots, or due to the Stale Objects policy configured within Foglight.
IMPORTANT NOTE: Use the below solution, only when VMware Optimizer Snapshots section within Foglight is slow, not for overall Foglight slow performance issues, like clicking any dashboard.
1. Click on Optimizer "Settings" button, then click on "Waste", change "Snapshot has not been accessed for more than" from 30 days to a lower value so that Optimizer dashboard displays less Snapshots.
2. The following option will delete the Snapshots objects within Foglight Database repository only, notice that if you change Object Clean up policy for Snapshots from default(30 days) to a lower value, then Foglight will only keep Snapshots for the days configured.
A. Please add to "server.topology.objectExpiryDays" the following variables:
VMWFile
Follow SOL206989 in order to be able to do the changes.
B. From Navigation Panel │ Management Server │ Servers │ Object Clean Up
You can change auto clear up schedule to remove those snapshot, Example: daily (default is 30 days). Locate the following objects:
VMWFile
Note: you can change default days deletion by choosing the object type and click on "Auto-delete" button.
3. If you have identified specific Snapshots you want to exclude from collection, please check the following:
Go to Navigation Panel │ Administration │ Agents │ Agent Status
Choose the VMware Agent and click on "Edit Properties", then click on "Modify the private properties for this agent."
Look for "FileCollector" title and click on "Edit"
These are Regex editors in case you want to test expressions:
Excluded Files: Select a list in which you want to specify the files that you want to exclude from monitoring. You can select or clone an existing list, and edit it, as required. The default list is vmwareSrmFiles. Lists can be shared between multiple agent instances. For more information about list properties, see the Administration and Configuration Help.

Note: Snapshots excluded for Data collection will not show up under Optimizer dashboard.
Note: All above solution will remove snapshots from Foglight Database repository only, not from vCenter.
The only thing that will actually do any deletion in VMware, it's all you can do from Foglight Optimizer dashboard.
