There are different options to configure home pages for browsers using different elements.
Microsoft Internet Explorer
Using Web Browser element
Select Internet Explorer under "Apply settings to these browsers".
Under Common settings | Home Page, select "Set home pages" from drop-down list and enter the home pages in the list field.
Save and replicate.
Using Group Policy Template
Create a new Group Policy Template element.
Under Add/Remove ADMX Files, select the INETRES.ADMX template.
Navigate to Templates | Administrative Templates | Windows Components | Internet Explorer
Enable the policy "Disable changing home page settings" and set HomePage URL with desired home page
Confirm, Save and replicate.
Microsoft Edge
Using Group Policy Template
Download the most recent Edge admx files from this Microsoft site Edge ADMX templates. On the site, Scroll to the botttom Select channel/Version | Select build | Select platform, and finally click Get Policy files and extract the .cab file using 7zip or any other application.
Create a new Group Policy Template element.
Under Add/Remove ADMX Files, select the MSEDGE.ADMX template.
The settings can be set for the user OR the machine.
Click Settings and then:
Expand Templates.
Expand Administrative Templates.
Expand Microsoft Edge.
Look for Startup, home page and new tab page section at the bottom.
On the first page on the right panel:
Set the policy "Action to take on startup" to Enabled and the "Action to take on startup" to "Open a list of URLs".
Set the policy "Configure the home page URL" to Enabled and enter the Home Page URL in the box.
On the second page on the right panel:
Set the policy "Configure the new tab page URL" to Enabled and enter the New tab page URL
On the third page on the right panel:
Set the policy "Set new tab page as the home page" to Disabled.
Set the policy "Show Home button on toolbar" to Enabled.
Confirm, Save and replicate changed files.
Note: If the changes are not showed when open Edge, close it and launch Edge again, this time the changes must be there.
Mozilla FireFox
Using a Web Browser element
Select Firefox under "Apply settings to these browsers".
Under Common settings | Home Page, select "Set home pages" from drop-down list and enter the home pages in the list field.
Save and replicate.
Using Group Policy Template
Download the Firefox policy template and import the template to the console.
Create a new Group Policy Template element.
Under Add/Remove ADMX Files, select the newly imported FIREFOX.ADMX template.
Under Settings, navigate to Templates | Administrative Templates | Mozilla Firefox | Locked Preferences
Enable the "Custom Home Page" policy and set the "Custom Homepage" to desired URL under "Additional" section.
Configure the option to "Display when Firefox starts" to "Default Page"
Confirm, Save and replicate.
Google Chrome
Using Group Policy Template
Download the Google Chrome policy template and import the template to the console.
Create a new Group Policy Template element.
Under Add/Remove ADMX Files, select the newly imported CHROME.ADMX and GOOGLE.ADMX templates.
Under Settings, navigate to Templates | Administrative Templates | Google | Google Chrome | Startup, Home page and New Tab page.
Enable the policy "Action on startup" for machine or user and set the drop-down list to "Open list of URLs".
Enable the policy "URLs to open on startup" for machine or user and add the desired URLs to "the list of URLs to open on startup".
Confirm, Save and replicate.

Beside these options modifying Registry keys is used as well to configure all these settings, the policy templates show corresponding Registry Keys used and it can be used to configure every browser as needed.
