The Desktop Authority manager service will not start if any of the services it depends on is not started. To fix this, follow these steps:
1. Open Run
2. At the dialog box, type “services.msc” (without the quotes) and press “OK”.
3. Once the Services interface is opened, find the Desktop Authority Manager Service, right click, and select "Properties".
4. Select the "Dependencies" tab.
5. Verify that all dependencies services are enabled and started.
6. Start Desktop Authority Manager Service.
7. Close the Services interface.
8. Launch the Desktop Authority Console.
