Solution:
At this time Stat is unable to migrate FSG objects between databases since there are no LCT files that Stat can use along with FNDLOAD to transfer these objects. An alternative approach is to transfer these objects from outside of Stat.
Oracle provides a Concurrent program called 'Program - FSG Transfer', which allows for migration of the objects between two instances.
