Downloaded products saved without .exe extension, cannot launch, filename is alphanumeric string (4276075)

When using Internet Explorer 8.0, trying to download an installer, file is not saved with an .exe extension. The filename has beeen converted into a long alphanumeric string and cannot be launched.

Trying to open this alphanumeric string returns a window: “Open With”. 
One  will be asked to “Choose the program you want to open this file”.

WORKAROUND 1:
If the file was downloaded using Internet Explorer 8.0, then rename the file and add the .exe extension manually.

WORKAROUND 2:
Use the most recent version of Chrome or Firefox.

WORKAROUND 3:
Update the Internet Explorer to the latest version available.

WORKAROUND 4: 

Try downloading the file again
