Resource Updating Manager (RUM) may be slow to open in Migration Manager 8.7.
This may occur if the QMM console lacks Internet connectivity. RUM is a digitally signed .NET application which connects to the Internet upon startup to download the Certificate Revocation List from Microsoft.
If an Internet connection is not present, RUM will not start until this process times out, resulting in a delay.

To resolve this problem, complete the steps below:
1. A) If QMM is installed on Windows Server 2003 or XP, ensure that .NET Framework 2.0 SP1 or later is installed on the QMM console. This can be downloaded below:
B) If the QMM console is installed on Windows 7 or Windows 2008, the required .NET framework is already installed - proceed to step 2.
2. Download the attached QsResourceUpdatingManager.exe.config file, and place it in (by default) C:\Program Files\Common Files\Aelita Shared\Migration Tools\Resource Updating\
3. Close and reopen RUM and verify that the delay no longer occurs.
RUM will no longer attempt to connect to the Internet upon startup, eliminating the delay if an Internet connection is not present.
