In general you will want to move the personal settings folder, User Files (or particular settings files), from the previous install into the current install.
For migration with Version 9.1 to 9.6:
Most personal settings files will be stored in the User Files folder of the installation directory of the version you are using. (i.e. C:Program Files\Quest Software\Toad for Oracle\User Files)
For migration with Toad 9.7 to 11.0:
Most personal settings files will be stored in the User Files folder of the application data directory of the version you're using (i.e. C:Documents and Settings\\Application Data\Quest Software\Toad for Oracle\)
In addition, for migrating with Toad 10.0 to 11.0:
When launching Toad 10.0+ for the first time after installation, there will be a prompt that asks if you want to migrate settings over from another installation of Toad. If you did not get this prompt or selected 'No' by accident, do the following to get the prompt again.
1) Close Toad.
2) Rename the 10.0 (or the version you're currently working with) folder, located in the C:Documents and Settings\\Application Data\Quest Software\Toad for Oracle directory, to 10.0_old.
3) Launch Toad.
This will force Toad to reset and ask you again if you want to migrate settings. Another option is to manually move the User Files from the previous version directory to the new Toad version directory that you wish to use.
For migration with Toad 11.5 and up:
In Toad 11.5 onwards there is a feature under Utilities | Copy User Settings. Use this to feature to migrate setting from your previous install into the 11.5 version.

Attached is a doc with a list of possible settings file, including the name of the file, the purpose of the file, and the general location. For most updated info about files and their locations (based off of version), please check in the Toad Help under the topic "Property Files"
Review the list for the particular settings that need to be carried over and copy them into the same directory as they were found in. It is always a good idea to back up files before making changes and deleting anything.
***WARNING***
Not all settings are transferable between all versions. In particular, because of major changes between versions 8 and 9, in the back end, and sometimes between sub-versions, many editor and font settings cannot be transferred over at all. In these cases they would need to be reset manually.
