The Desktop Authority (DA) Manager is attempting to get the status of the Administrative Service. By default the DA Manager is set to query the status of the Administrative Service every 5 seconds. If it goes through 2 cycles and does not get the status, an exclamation point will appear next to the Administrative service in the console. The Windows Firewall may be causing this issue.
There are two settings within the firewall that can be checked.
1. Make sure that the setting "Block all incoming connections, including those in the list of allowed programs" is unchecked.
2. Verify that port 445 is not being blocked.
