Right-clicking and select "Create script" in the Schema Browser | User for 1000+ users gave the following error:

ORA-01795: maximum number of expressions in a list is 1000
Resolution

WORKAROUND:
Create user scripts by selecting groups of 1000 users at a time.

STATUS:
Waiting for fix in a future release of Toad for Oracle.
