Cause
User has done an unattended installation and did not copy over the license key file. While connecting with a non-administration user the error appears.

Resolution
Ensure that when running an unattended installation that the license key file QSAuthorize121.key is copied over to the installation folder:
C:\Program Files\Quest Software\Spotlight\Console\Licenses
Or open Spotlight as an administration user and enter the authorization key manually.
