DBMS_UTILITY must be declared - “ORA-06550” -
Description
When running the Oracle database agent installer it fails with an ORA-06550 error as per the attached screenshot
The Management Server Log shows:

Cause
Permissions had been revoked on DBMS_UTILITY -
Resolution
Please run the following command on the monitored Instance and rerun the Wizard:
grant execute on DBMS_UTILITY to <Foglight User>
