You may experience a problem where the Migration Manager for Exchange agents (Mail Source Agent, Mail Target Agent, Calendar Synchronization agent, etc) are unable to log on to the Microsoft System Attendant mailbox.

There is a workaround mentioned in SOL49909 - https://support.quest.com/SUPPORT/index?page=solution&id=SOL49909
It can be used temporarily. Disadvantages are: you will need to set it for each agent.
If you ever reinstall the agent it will stop working and you will have to configure it again.
To troubleshoot the issue you can use Outlook and MFCMAPI, you can open this mailbox like any regular mailbox.
When testing copy the LEDN from the log and use it instead of user name, often it is not the mailbox but the LEDN which cannot be resolved.
On Exchange server 2003 Microsoft System Attendant can be troubleshooted in ESM, it is visible, store can be mounted-dismounted, MS has instructions how to move the Microsoft System Attendant to another store, etc.
Troubleshooting on Exchange 2007 is not so easy because Microsoft System Attendant is not visible Exchange Management Console.
However you can use ADSI Edit and look up the Microsoft System Attendant mailbox and all the properties, to verify LEDN is set correctly, etc.

Not sure if you can do the same trick as with Exch 2003 and re-home the mailbox on Exch 2007 by modifying the attributes and moving it to another store.
MTA was failing. Microsoft System Attendants mailbox could be opened from any machine when troubleshooting with MFCMAPI, but not when trying to open directly on the target Exchange 2007 (OS Server 2008). Problem was resolved by using the workaround from Solution SOL43479, modifying the host file and disabling IPv6 on Windows Server 2008.
