Mailbox move fails, and the following error shows in the MTA log. "Error -2147467259 Connecting to remote server failed with the following error message : The WinRM client received an HTTP status code of 499 from the remote WS-Management service. For more information, see the about_Remote_Troubleshooting Help topic.

Another process taking over port 80 and 443 on the server instead of allowing IIS/Default web site to have these ports which is needed for Remote Management. Once we turned off the app using those ports we were able to start the default website and the issue cleared up. Used sysinternals TCPView to see which app was listening on 80 and 443.
Find the offending application, and temperarily disable or move to another server.
