Resolution
This is how Performance Analysis for Oracle (PAO) retrieves the execution plan of statements.
Only the top active SQL's are aggregated and stored for historical analysis (by default 20)
Running execution plan - generate execution plan for each SQL statement that were aggregated into the repository schema in the last 24 hours
a. Retrieving plan from V$SQL_PLAN (run explain plan if plan does not exists) - PA query V$SQL_PLAN for each hash value that were aggregated into the repository schema in the last 24 hours. if the hash value does not exist in V$SQL_PLAN, PAO generates explain plan manually.
b. Retrieving plan from V$SQL_PLAN (Do not generate plan if plan does not exist) - PA query V$SQL_PLAN for each hash value that were aggregated into the repository schema in the last 24 hours.
Change tracking can run up to 4 times a day. By default, every midnight, the change tracking is executing. PA retrieves/generates the execution plan for the top SQL's statement that was aggregated into the repository schema in the last 24 hours.
Now if a change in execution plan is detected with the above conditions, then PAO is able to display the difference in the PA GUI.
