Although email recipients are configured, reports (both manual and scheduled) are not sent via email.
Alarm emails are successfully delivered, as are test email's from the email configuration dashboard.
Issue can be tracked by issue number MSQL-75, formerly FGL-16659.
To confirm that MSQL-75/FGL-16659 is the cause of the issue:
For a V5.6.* FMS, check the Diagnostic Snapshot (located within a FMS support bundle) for the "Email Reports Sample" rule as listed below. If the rule is in a "Hibernating" state, move on to the workaround below.

1. The rule has 0 triggers and 0 rulette instances in the rule diagnostic dashboard. See the screenshot listed below.
2. The MonitoringPoliciies rule have the following entry.
3. FMS is federation master and has "DB2_UI" or "SQLServer_UI" cartridges installed.
RESOLUTION 1
1) Verify that the report rule: "Email Reports Sample" and "
"Reports Sample Rule V2"
one or the other is enabled.

2) Check the "Last Fired" field of the Administration | Rules & Notifications | Rule Diagnostics | Email Reports Sample.

Please check the details of Recipients e-mail addresses that the reports are being sent to and make sure that the e-mail addresses have a comma (,) rather than a semi colon (;) between each e-mail address.
