When mailbox enabling with notes migrator, the following error may be seen:

This issue is caused due to permissions not being properly cached by the migration console operating system.
To test if the issue is permissions related, open Exchange Powershell and type in:
get-mailbox
This should result in a 0x31 error similar to what Notes Migrator was seeing. If so, then log off the workstation and log back in another user. Then try the powershell command. This should work.
Finally, log off and go back in as the original user. Try the powershell command and it should also work.
The mailbox enabling process should now work successfully with Notes Migrator.
