Conflict with privileges and access to internet on the workstation could be conflicting with the startup process of Toad.
WORKAROUND #1
To disable the feedback option and get around this check on launch, disable the option that may try to access the internet:
1. Go to the Toad menu View | Toad Option | Online and disable "Enable MyToad".
2. Go to View menu | Toad Options | Startup and enable "Don't automatically check for updates...".
3. Uncheck the option View menu | Toad Options | General and disable "Participate in the Toad Improvement program".
4. Click OK to apply and restart Toad.
If Toad cannot be launched to access Toad Options, edit the toad.ini file manually.
1. Go to C:\Users\\AppData\Roaming\Dell\Toad for Oracle\12.6\User Files
(for other versions, the directory may be in C:\Users\\AppData\Roaming\Quest Software\Toad for Oracle\\User Files)
2. Open Toad.ini for edit.
3. Find the following 2 settings and edit settings based off notes below, if needed:
CheckForToadUpdates=2
FeedBackOptIn=0
4. Save the changes, close the file and try to launch Toad.
This should allow Toad to open up.
